A SINN Fein MLA and a journalist whose murder convictions were quashed are to take their fight for compensation to the highest court in Britain, it emerged last night. Foyle representative Raymond McCartney and Eamonn MacDermott are seeking a pay-out for the years they spent in jail.

After ruling that they failed to meet the test, the Court of Appeal yesterday refused both men leave to go before the Supreme Court in London.

However, they are now planning to petition directly by posing a question about the prosecution failing to disclose information about police beating a co-accused.

The two men want to know if this procedural irregularity at their trial amounts to a miscarriage of justice.

If it does, they may then be entitled to compensation.

Both were cleared of murder in February 2007 after judges declared unease about the safety of guilty verdicts against them.

Mr McCartney served more than 17 years in jail for the killings of industrialist Jeff Agate and Special Branch detective Patrick McNulty in Derry in 1977.

Mr MacDermott, now a prominent Derry-based journalist, spent 15 years behind bars for Constable McNulty's murder.

Vietnam to auction one bln USD gov't bonds on world market this year

HANOI, Jan. 19 (Xinhua) -- Vietnam will auction one billion U.S. dollar government bonds on the international bond market this year, according to the state bank of Vietnam on Tuesday.

The bonds will be sold to foreign investors in China's Hong Kong, London, Boston and New York, said the bank.

The Vietnam's Ministry of Finance will decide the terms and interest rates of auctioned bonds. The ministry also takes responsibility to define the prices of bonds, ensuring the interest rate of issues with maturities of ten years not exceeding seven percent.

Money mobilized from the auction will be used to help some state- owned companies carry out key refinery, hydropower and cargo ship projects. These companies include the National Oil and Gas Group, PetroVietnam, Vietnam National Shipping Lines, Song Da Corporation and the Vietnam Machinery Erection Corporation.

This is the second time that Vietnam auctions government bonds on the international bond market, according to the local newspaper Young People on Tuesday.

The first time was in October 2005 with ten-year government bonds worth 750 million U.S. dollars. The bonds were sold to yield 7.125 percent interest rate, said the newspaper.
